Nope, even siva and brahma has taken human avatar forms.

for example:
Durvasa rishi was the incarnation of Siva

and even ganashe and skantha has incarnations.

and Mother goddess Dhurga has many many human forms.

Heck even Goddess Saraswathi took the form of a fruit selling woman to save Poet Kamban's son Ambikapathy.

So,no Vishnu is not the only god that takes human avatar forms.
