Since i'm only 17 don't be to harsh, but i just read it online, and this is what i derive.
I think Preludes is a poem about the foward motion of man-kind, on which Eliot has a dark point of view. He notices materialism, comforting certainties, and the sordid images you see that describe your soul. He/the speaker, are watching the world from 3rd person, almost like a painter painting a city-scape. He speaks of cycles. and if you are in a cycle you will always have something to look forward to, for there is always something coming. The moment you are in is a Prelude to the next part of the cycle.
basically i believe he's saying:
"What are we doing! We are pushing ourselves deeper into this materialistic pit!"
and that's called capitalism
