hey. An alternate translation would really make it a lot clearer. Try Seth Bernadette. I think what he is trying to suggest is that the thing being perceived also affects the one perceiving. For instance, he talks about us seeing the color white in the beginning. And he says that there are two things going on there: there is perception (our ability to see) and the thing perceived. One cannot exist without the other. So they give birth to each other, in a way. Basically, i think with the page you sited, he is saying that it's impossible to be the thing perceiving without perceiving something (such as the color white). Just a suggestion...
