They were shallow, Nietsche' s thought is abysmal. They umed power as given and established a tradition of political theory which merely asked the question "How should that power be applied to the powerless?" In Plato "What is the virtue of the state?" "What is the virtue of the citizen?". All such questions of political theory are trite and false because authority per se is illegitimate albeit self justified.
