He wrote the book because so many civil liberties were being denied the people. He imagined a world where there were no longer ANY civil liberties. There is a bill in the American congress, even now, that asks if the authorities can secretly invade and search ones' home. Without a signed warrant showing just cause. That is what the book is about. A government controlled enviornment on prozac or that other weird drug they give to the kids.
