He certainly was! His symphonies show an increasing mastery of the Adagio, right up to and including that of his Ninth. (The Fourth's slow movement is a notable exception, being almost a walking song.)

Among modern composers, Henryk Gorecki specializes in slow tempos, and Alan Hovhaness is also a master of Adagio. Check out Gorecki's Symphony of Sorrowful Songs (#3) and Hovhaness' Ani Symphony (#23, for concert band).
