I would refer you to the link below, in which Berio himself states that the third movement is a tribute to Mahler.
By the way, beware of a too literal interpretation of programmatic aspects in Mahler. He himself said on one occasion, "I only wrote the program as a crutch for a cripple," indicating that his music was to be understood spiritually, not literally. Very different from Richard Strauss, who boasted that he could suggest "a pen scratching" in his orchestration.
