I have never heard that Mendelssohn borrowed the Octet's themes from another work. But the String Symphonies, written at nearly the same time as the Octet, are very similar in style.
You might also like his Overture for Band, written at about the same time as the Octet, one of the few Romantic pieces actually written for band. I've played it, and it's a fine piece.
