This follows Milton's path of the setup, the bait, and the trick. In book 1, we are setup with the "justify the ways of God" line and the "heroic" protrayal of Satan. Then in Book 3, God is defensive, vague, and angry. These are signs that maybe he is at fault for some of the things occuring in Paradise Lost. This is the bait. Then in Book 4, Milton shows that all the questioning was just a trick. "O! yet happiest, if ye seek/No happier state, and know to know no more." lines 774-775. If Adam and Eve had not aspired to taste the fuit, then they would have been happier with their blind faith in Eden, then with the questioning and pain outside the garden. We can't understand the ways of God, but through faith.
