I think Hosea 1:4 in relation to 2Kings 10:30, a blessing and a curse both for following Gods will, can be explained by 2Kings 10:31. Jehu was not careful to follow the whole plan of God, he only followed part of it. He followed Gods plan to remove the house of Ahab, and Jehoram - this worked in his favour and gave him the Kingship. But he failed to 'depart from the sins of Jeroboam' which was the second part of Gods plan for him. When God gives a plan, he intends for us to be obedient.
And, I would agree that Jehu didn't carry out the first half of the plan according to Gods will either. See 2Kings 9:8-9, God said He was going to take care of Ahab. Perhaps had Jehu had the respect for authority that David had in dealing with Saul, Jehu would also have had respect for God (2Kings 10:31), an even higher authority and avoided the consequences of half carrying out Gods instructions (2Kings 10:31, Hosa 1:4).
Moral: Jehu didn't understand authority, he is in some ways the opposit of David, both in the ways they came to the throne and in their relationships with God.
